Please read below a short summary of their achievements sind 2011, when they released their 1st security policy for the Andalusian government:
Andalusian Cybersecurity Center

Cybersecurity has been a top priority for the Andalusian government for many years. Our first security policy dates back to January 2011, and since then we haven’t stopped moving forward. We’ve worked tirelessly not only to strengthen our cybersecurity strategies, but also to extend our services to public entities beyond the Junta de Andalucía (our Regional Government).
Little by little, and with that Andalusian determination we’re known for, we’ve built a broader, more capable ecosystem, designed to protect, support and grow with the entire region.
The Andalusian Cybersecurity Center (CIAN) is the heart and brain of our project. A cutting-edge institution created to coordinate the Andalusian Cybersecurity Strategy and to become a point of reference in southern Europe, fostering synergies and collaboration projects with key international stakeholders.
Located in Málaga, CIAN hosts the Security Operations Center (SOC) of the Junta de Andalucía, as well as dedicated spaces to provide support services, training, and cybersecurity awareness for businesses, public entities, and citizens. It’s a hub where technology, knowledge, and people come together, very much in the Andalusian way.
From our SOC, a team of specialized professionals works daily with state-of-the-art tools and procedures to detect and prevent threats, and to respond to any digital security incidents, ensuring the continuity of Andalusia’s public services.
The SOC of the Andalusian Cybersecurity Center also includes its own Computer Emergency Response Team (CERT), which in 2025 marks 15 years of activity since it began operations in 2010 as part of the Information Systems and Telecommunications Security Master Plan of the Junta de Andalucía.
Throughout this time, AndalucíaCERT has been a cornerstone in managing cyber incidents across the Andalusian Autonomous Administration. This is why, since 2020, under the Andalusian Digital Security and Trust Plan, its mission has expanded to foster an environment of trust and security that drives the development of Andalusia’s digital economy and society, contributing to a more resilient and open cyberspace.
We also can’t overlook the vital role played by our ICT Security Support Office (OASTIC) and our Training & Awareness Office. The first provides advisory services, monitors key security indicators and conducts audits, keeping a close eye on the protection of our information systems. The second focuses on keeping our technical teams up to date, ensuring they have the best knowledge to safeguard our digital assets, and spreading practical guidance to reduce risks.
All of this work is carried out in close coordination with the national and European cybersecurity frameworks. This collaboration has helped us build an international climate of cooperation that we’re genuinely proud of. One that strengthens our capabilities and encourages us to support major events, such as the Joint TF-CSIRT & FIRST Regional Symposium Europe.
The Junta de Andalucía is fully aware of the major challenges emerging from the technological evolution, and we’re ready to provide a strong, confident response. Not only tackling cybercrime, but also raising awareness, building skills, and helping every corner of our society navigate this digital world with ease.
